This report specifically recognizes the efforts made over the past fifteen years at the regulatory and legislative level to support the implementation of this public policy, but notes that the use of cooperation protocols and task allocation remains limited. For example, by the end of 2023, only 57 national cooperation protocols had been ratified. However, early data shows that the collaboration protocol is safe and effective, as it will allow over 400,000 patients to benefit from nearly 600 million delegated procedures in 2022, without any serious side effects.
The HAS therefore wishes to go further in the application of this collaboration method and puts forward several proposals in this direction:
▪ Simplification of the administrative “life” of cooperation protocols, in particular by developing procedures based on national specifications developed by the HAS and applicable by regional health authorities to more quickly examine protocol requests without sacrificing quality and effectiveness.
▪ Support for teams implementing this protocol, by mobilizing the necessary support resources more strongly.
▪ Creation of a very beneficial cooperation package for everyone.
The HAS also emphasizes the importance of better task allocation for evaluation, by proposing clearly identified funding from the outset of the project to allow partners to call on evaluation operators according to predetermined methodological orientations.
